Abstract

The rapid proliferation of digital media has had a significant impact on the social security system, presenting both opportunities and challenges within the Iraqi legal framework and the international community. This paper delves into the complex relationships between digital media platforms and social security, examining the impact of data privacy, freedom of expression and cybersecurity on social security rights and benefits. Through a comprehensive literature review, the paper aims to uncover the complexities of Iraqi domestic and international law as they intersect with the digital domain. This descriptive and analytical study highlights the need for strong legal protections and international cooperation to protect individuals' social security rights against growing digital threats. It also emphasizes the need for public education and policy reform to meet the demands of the digital age. The accomplishments and findings of this study will be influential in the ongoing discourse about the role of digital media in shaping social security policies, providing insights into legal and regulatory strategies that can harness the potential of digital media while mitigating risk.

 بڵاوبوونەوەی خێرای دیجیتاڵ میدیا کاریگەرییەکی بەرچاوی لەسەرسیستەمی ئاسایشی کۆمەڵایەتی هەبووە، هەم دەرفەت و هەم ئاڵانگارى لە چوارچێوەی یاسای عێراق و کۆمەڵگەی نێودەوڵەتیدا خستووەتەڕوو. ئەم توێژینەوەیە ورد دەبێتەوە لە پەیوەندییە ئاڵۆزەکانی نێوان پلاتفۆرمی دیجیتاڵ میدیا و ئاسایشی کۆمەڵایەتی، بەدواداچوون بۆ کاریگەرییەکانی نهێنی داتا، ئازادی ڕادەربڕین و ئاسایشی ئەلیکترۆنی لەسەر ماف و سوودەکانی ئاسایشی کۆمەڵایەتی دەکات.  لە ڕێگەی پێداچوونەوەی گشتگیر لە ئەدەبیات، توێژینەوەکە ئامانجیەتی ئاڵۆزییەکانی یاسا ناوخۆیی عیراق و نێودەوڵەتییەکان ئاشکرا بکات لەکاتێکدا لەگەڵ رایەڵە دیجیتاڵیدا دەبڕدرێن.  ئەم توێژینەوەیە لەجۆرى وەسفى شیکاریە تیشک دەخاتە سەر پێویستیی پاراستنی یاسای بەهێز و هاوکاری نێودەوڵەتی بۆ پاراستنی مافەکانی ئاسایشی کۆمەڵایەتی تاکەکان لە بەرامبەر هەڕەشە دیجیتاڵییە پەرەسەندووەکاندا.  هەروەها جەخت لەسەر پێویستی پەروەردەی گشتی و چاکسازی لە سیاسەتدا دەکاتەوە بۆ ئەوەی لەگەڵ داواکارییەکانی سەردەمی دیجیتاڵیدا بگونجێت.  دەسکەوت و دۆزینەوەکانی ئەم توێژینەوەیە کاریگەر دەبێت لە گوتاری بەردەوام سەبارەت بە ڕۆڵی دیجیتاڵ میدیا لە داڕشتنی سیاسەت بۆ ئاسایشی کۆمەڵایەتی، پێشکەشکردنی تێڕوانینەکان بۆ ستراتیژییە یاسایی و ڕێکخراوەییەکان کە دەتوانن توانای دیجیتاڵ میدیا بەکاربهێنن لە هەمان کاتدا مەترسییەکانی کەم بکەنەوە.
