الملخص :

أصبحت شبكة الانترنت أقل حرية في جميع أنحاء العالم فالدول تتجه نحو الاستبداد الرقمي، وتفرض رقابة واسعة النطاق، وتسن قوانين أكثر تقييدًا للحريات، علاوة على تزايد معدلات الأخبار الزائفة، وتسميم المجال العام، وانتهاك الخصوصية، وسيطرة الكائنات المناهضة للحريات على وسائل التواصل الاجتماعي، وحرمان المواطنين من منتدى حر ومفتوح وشفاف للتعبير عن القيم المشتركة، ودفعهم إلى غرف صدى مستقطبة، وإغلاق المنصات الرقمية وحجب المواقع، والتحريض على الكراهية والعنصرية والعنف.

هذا ما تؤكده تقارير مراقبة حرية الانترنت على مدى ثلاثة عشر عامًا، تواصل خلالها تصاعد الاستبداد الرقمي وتراجع حرية التعبير، الأمر الذي يشير إلى أن الانترنت يمكن استخدامها في تعطيل الديمقراطيات بقدر ما يمكن استخدامها في زعزعة استقرار الديكتاتوريات.

في هذا الاطار، تناقش الدراسة إشكاليات حوكمة الانترنت في ظل إخفاق مشروعات الإدارة الأممية واستمرارية الهيمنة الامريكية ومقاومتها لأية محاولة للتحول من نظام القطب الواحد إلى نظام تعدد الأقطاب.

وتسعى الدراسة لصياغة سياق جديد لحوكمة الانترنت في إطار افتراضات النظريات النقدية والتحليل النوعي والنقدي لتقارير المؤسسات الدولية حول مراقبة حرية الانترنت.

وتناقش الدراسة مجموعة من المفاهيم والموارد والمعرفية النقدية مثل الاستبداد السيبراني، والرأسمالية الحاسوبية، واستعمار شركات وسائل التواصل الاجتماعي، والطبقة الافتراضية، والانترنت البديل، وامبراطورية الاتصالات الفورية، ورهاب التكنولوجيا،  والانهزامية الرقمية، وثقافة الانهيار، والأيديولوجية الناعمة، والفرد الممسوس، واللحم السيبراني، وفائض الأجساد، والقوة الرعوية الافتراضية، والشمولية السيبرانية، ومجتمع المعلومات التعاوني، ولامركزية الانترنت، والديمقراطية التشاركية، ومجتمع ما بعد الحداثة، وإتكاء الحضارة.
